The tassle-like fringed leather accoutrements seen hanging from the ends of some motorcycle hand grips/levers. They are not a factory item, but instead added by some riders to convey some sort of image (possibly the 'mean outlaw biker image', or maybe just their fondness of the days when they rode 'big wheels').
I don't know how Gus can ride his motorcycle with those dingleberries slappin' him in the face as he heads down the road.

Dingleberries are usually the result of not properly maintaining the asshole region and the crack of the ass.
