Probably a bastardization of smart as a whip, meaning unusually intelligent or quick witted.
Often changed for comic effect by substituting 'whip' for an object with no edges.

A condition in which an individual is involved in a very MINOR motor vehicle accident and is completely unharmed, however, they insist on being transported in an ambulacne to a hospital and suing the other party for no other reason than to obtain an out of court cash settlement. These people are pure, self centered scum.
