Meaning a lot, or much. Usually used in a negative sense- "not too tough". Also used are "too hard" and "too heavy" with the same implication.

a dilettante who will resort to intimidation tactics and physical violence if reminded that he or she possesses only superficial interest/ability in some branch of knowledge or skill
