To call someone (or something) "scratch" means that they are/it is kinda crazy. Not in a bad way, but in an affectionate way. Like "He's so scratch!" meaning that he comes up with crazy ideas, some of them are so sick.

Josh had the craziest time on his trip; no too surprising as he is so scratch.

A popular childhood game played in the West indies, commonly in Trinidad and Guyana, where 2 opponents face off against each other scratching anything from yuh batty to whatever can be found with the goal to trick your opponent into sniffing said thing you scratched.
