Someone who putts in minimal effort, wastes time. people who do not participate.
in a classroom setting, a shit clock is someone who does not take interest in the class.

Jeff didn't contribute anything in that meeting, he's such a shit clock!
We all had to stay late because of that shit clock!
They didn't pass because they were being such shit clocks.
