A slur against "verified" Twitter users, who have a blue checkmark by their names. It's usually used to refer to journalists and prominent political figures.

An individual, presumably African-American, suffering from the developmental stages of vitiligo, a condition that causes the "loss of skin color in blotches...".

With all those skin-pigments amounting, that checker over there looks like he'll be caucasian in due time.
