The person at your job who has an ambiguous role, disappears into conference rooms for hours at a time, and hasn't ever done anything that pertains to your work (that you know of). No one knows what this person does. They are quite literally Milton from Office Space.
The new guy Fabian, from Google, told me he is a program manager. Does anyone know what that actually means?

a program on a compy that does whatever you want it to, with minimal effort needed and little customization available. Basically the program just lets you get really far for no work, but you can't do the kinds of amazing things you can with other kinds of programs.....

Used to describe a particularly daunting and tedious task, but usually one with very good outcomes. Originates as a reference to the programming of the first computer, the ENIAC (Electronic Numerical Integrator And Computer), which would take hours to program simple math functions. Programming was done with a series of switches and in binary (1s and 0s).
