Someone who thinks they have the swagger, poise and influence of Machiavelli, but in reality are just another 'playa' /queefer who's read the game and/or a few cosmopolitan articles and has a smartphone they guard with their lives (this also applies to their tw@tter account, bacefook and similar spawn).
This can relate to any aspect of their lives but dovetails nicely with social interactions of a horizontal bent.

verb. To get belittled, or get your balls busted by your boss for saying something illogical or not being productive while in a meeting with your colleages.

Doug: (Says something illogical)

Mike: Hold on a minute there Doug, I'm going to whack your pee pee on this.

Afterwords
Colleages: Man you really got your pee pee whacked.

Doug: I know, it's worse than being Becca'd (Definition 1). I'm going to have to go and get some Nan (Definition 7) tonight. Hopefully I don't end up with an Eric (Definition 20).

Whackadoo

A very beautiful, sweet, slightly crazy texan woman with a heart of gold, who tells you she loves you, but then breaks up with you every other week. The first time she comes over for dinner, she'll drink a whole six-pack, and pass out on your sofa, leaving you to eat alone. Says "sheeeit" alot, and always announces when she has to go pee.

If it weren't that she were such a whackadoo, I'd probably still be with her.

Anyone who amasses a collection of amber or white flashing strobe lights for their vehicle so they can pretend they are important. This may also be accompanied by an antenna or black rims. Whackers are a problem because they dilute the already fragile emergency signal, which is used to serve communities by police, and fire/rescue services.
