Womens' blue jeans that are so tight that you can "read her lips", i.e., she has a camel toe. The lips that you can 'read' are her vaginal lips, not the lips on her face. This is a reference to the 41st president, George H.W. Bush, whose famous line "Read my lips - no new taxes!" helped to cause him to be a one-term president, because he did eventually raise taxes.
