b) Used as a warning or precursor to making a suggestion or submitting an idea
In either use of the term, it is generally being used in a cynical way to describe the pointlessness of a situation, idea or action, or its potential to be so.

Get the Ubmug. Or da plug-in port, too... same diff. Refers to where da data-connection is supposed to cleanly transfer info from A to B, but instead just passes a lotta you-know-what instead of anything legible or valid.
I usually buy name-brand computer-products, even though they do cost somewhat more. Yeah, I know dat I could always get one of those crappy Chineseum UBS cables for just 99 cents, but I wouldn't be able to count on them to either process my files properly or even operate without overheating or shorting out.
