Refers to a seaside town or more generally any location, typically rural, that is some distance from the speaker's home location.
The origins of this phrase is as an alternative to "OT"/"Out there", a reference to the common suffix of some locations where county lines gangs sell controlled substances i.e. Newquay, Torquay
