My big brother (who was a Texas fan) explained that Chigaroogarem was a secret aggie word that the aggies (farmers) used to explain that their rural lifestyle left them with chiggers in their rumps all the time. They are always doing things like grabbing their gonads and shit, so it stands to reason they get chiggers down there too. The actual secret words to the song are:
“The eyes of Texas are upon you . . .”
That is the song they sing so well
