Suspicion 

One of the best ways to clear your own name of suspicion is to start an investigation on another suspect, make it look like someone else is hiding something.

The investigation into the matter was mostly for show, a few people wanted to get the guy to do something to fuck it up for himself, and put the suspicion on himself.
