taking certain drugs causes you to be this. when you are high you start out feeling great and chilin. then you start really "feelin it". everything makes you laugh you hear things differently and are confused. Sometimes someting near you looks like its huge. it is very hard to focus also. You also start tripin out. Being high is one of the best feeling there is and everyone reacts differently.
