Malgreement 

Secret agreement made by parties for personal or political gain, that negatively impacts the lives of others.
(replacement for defunct term "conspiracy")

Inference is that actions were taken with not only a full understanding and appreciation of the negative impact and cost to others but also how their actions would be viewed if the public became aware of the agreement that was made.

Possible Verb - Malgree (v)
(n) A malgreement was reached between X and Y that ensured the information would be destroyed, prior to the investigation that was due to follow.

(n) Due to the malgreement between the suppliers and the potential impact on the share price, X used their influence to smear the journalist, which lead to them being fired.

(n) Their malgreement had unforeseen repercussions later, when it became clear that the underlying project details might be leaked.

(n) The malgreement ensured country X received the loan and the UK authorities received the journalist.

(n) The senator stated that though the decision would be touted by many as a malgreement, the choice was either that the school would remain open for the interim or the school year would need to end early.
