They might dress provocative(classy) at work, in public or a night out on the town but not to be misled thinking they are looking for sex. They want to be 'noticed' and respected for being an attractive lady. They might hope to grab the attentions of a respectable gentleman who won't try to sleep with them but rather entertain them and make them enjoy their night out.
Prudes compromise the vast majority of normal younger working ladies in a city enivornment. Being a prudent person is considered a compliment or 'higher ideal' to them rather than an insult as some losers out there try but fail to imply. Prudes can be vehemently opposed to 'getting laid' or just laugh at the girls who do get laid like 'stupid, will they ever learn?'

A guy goes to a uppity club or a local trendy, upscale hang out spot with a few friends but dresses up in fancy black clothing to top the competition which earns him attention of beautiful women. He starts to notice more and more men doing the same looking and acting more like him. He realizes they are nothing but lame swagger jackers who have no real game of their own but to live off someone else's own success.

Also dually referring to corporations exercising authoritarian or command-control policies acting more paramilitary in nature. Evil corporations might send out the 'hounds of hell' to go do job interviews and their evil bidding to find submissive slaves. When employees question their ethics they will often compare their corporation as being favorable within relationship to how employees in China are treated with whips and chains.
A woman who worked at a car renting dealership as an accountant began to take on more work load since the recession hit and was treated with much less respect even having management tell her to shut up. Meanwhile, the upper management appeared to do little as possible why maximizing the amount of work the lower peons had to be doing. People in her company began to refer to them as evil overlords.

The idea is very similiar to the so called, "Darwin Awards" where people get awarded for doing stupid actions that eliminate them from the genetic pool. 1000 ways to die as seen on Spike TV is a really good example of this at work.

In a recent Man Tracker show on Discovery two beautiful, young, ambitious ladies lost to Man Tracker at 2.9 miles from finish but he still gave them all due propers, respects and courtesies for not being quitters(losers) in the face of adversity to reaching for their higher potential.
