They are an organization that has existed since the Manhattan Project. To this day they continue to exist for the sole purpose of providing YOU, the researcher, with information regarding all kinds of weapons from different nations as well as, given FAS's history, information on nuclear weapons and other WMD's.

Project Babylon 

A secret Iraqi project that had the capability of lobbing heavy weapons upon Israel. This Project never saw the light of day because Israeli assassins put an end to it for the sake of their hard-earned homeland.

Supposedly spelt "Tselinoyarsk"; this is the location that will take place in the new Metal Gear Solid 3 game.
Tselinoya(r)sk is a mountainous, jungular region near the border of the Soviet Union.
