Active shooter
The active shooter was always active in the community, always motivated, always doing fun things like skydiving or rock climbing. Perhaps the active shooter just got bored due to lack of activity. The active shooter was never passive or hesitant at any time.

Instigator
The instigator would convince a 10th grader to shoot up a school, a gunman to shoot up a church or mall, or an assassin to shoot down an enemy, rather than doing those things himself/herself, that way the masses (which had been manipulated in a cultlike manner) would fall in line once they had their enemy identified.

Double standards
When somebody tells you not to talk about anybody's business, then they go and tell everybody about a secret being out because they have no self control over their own mouth.
The loudmouth didn't blurt anything out about her own double standards, but was quick to blurt something out about everyone else's that ever met her, so hopefully those new people she was meeting already knew that about her.

Poseur
Someone that has a screen name on a website they use to tell people in a town they had relatives from an area of that town, though their relatives are from a different part of the country to try and gain the trust of the residents of the town, all to try and walk all over them all by calling them NIMBY's when they oppose, disagree, or resist the poseur.
The poseur was an instigator, a self-described liar with a big ass mouth, the kind of person to lock down their town with lies, so why would anyone trust someone like that? If the poseur said that she wouldn't have a building demolished there (even though the poseur wasn't even from there originally) why would anyone believe the poseur? Fool me once, shame on you, fool me twice shame on me.
