When a person of cheap or pennypinching quality is about to engage in said displays of frugality. Alludes to stereotype of Jews being cheap.

Me: We each have to put up a 10 for the food.
Everyone else(excluding cheapskate): ok, thats fine.
Cheapskate: I only spent $9.48 not 10 bucks worth , how bout i put in 6?
Me: It's torah time!!!

The act of wasting quality time with the boys by delaying the onset of some expected activity. (Effectively torching time)

Friend - “Hey timetorcher are you coming to the party soon? We’re waiting for you to start the party”

Timetorcher - Yeah i’ll be there in 10 minutes...

Timetorcher - *1 hour later and hasn't arrived*

Friend - “dude he’s totally a time torch”
