home-made bong invented by aspiring pot heads. usually made using a metal 'down-pipe', plastic coke bottle or similar, and an elastic band. i'd explain more, but this isn't blue peter.

the word toot is also used as the noun for the actual act of smoking with afore-mentioned contraption.
