To create a scam, or defraud somebody through an existing scam for financial gain. As in, "pull a stormpay".
"They said the Prince of Nigeria would hook me up, but once I sent the fee they pulled a stormpay!"

"We all chipped in $50 to guy starting the Save The Kittens and Rainbows charity, then he up and pulled a stormpay on us!"
