This word is used with someone says something that is both snarky and sarcastic at the same time. When this happens, they are being snarcastic. For example, when someone is being unfairly and hypocritically judgemental towards you, you sharply say to them, "It's must get pretty cold on the moral high ground."
It's really a pain to when my math professor calls on me. She is so snarcastic when I don't know an answer.
