Mohamed Muizzu, then-Housing Minister, now President, whose infamous urban and road planning projects were widely criticized for their dysfunctionality and lack of foresight.
The phrase became a go-to expression among Maldivians to mock any development or initiative that looked promising on paper but collapsed in
reality—usually accompanied by flooding, traffic
