Someone who frequently commits party fouls, and as a result is not often invited to parties.

Dude 1: Hey man did you hear about the party tonight?

Dude 2: Yeah bro should we invite donald?

Dude 1: Hell nah he spilled beer the last three parties we went to, he's a full blown party foulist!
