used to describe aimless or intentional hovering behind or very close to another person to the point of discomfort and anxiety. Also can be used to describe the actions of a person who is lurking nearby but is easily detected by a different person in the vicinity.

*man starts hovering over woman in busy shopping mall*
Woman ---- "Hey, is there a reason why you're CREEPIN'?"

*one man is in his room with the door closed. Second man is tip-toeing slowly just outside the room, trying to be quiet.*
1st man yells from his room ---- "I can hear you CREEPIN'!"
