A saying that means to enclose yourself (mentally, technically physical) from others. Or to protect your self with your own barrier.

build the Southern Wall 

(verb, to, the words Southern and Wall always written with capital letters ): to actually get things done, without the bureaucratic red tape, with the least amount of money, in the least amount of time, and still do a good quality job.
even without military or civilian government experience, Donald Trump, IMHO , can still build the Southern Wall, and not be a one-man wrecking crew.
