In Australian slang a cocky is a farmer, so a boss cocky is farmer in charge of several employees.

Use of the term is usually confined to rural contexts but it is occasionally used to describe the job of ganger or a boss of any outdoor workers.
Watch out for the boss cocky, he may be lurking over there.
