A person whose tech savyness is behind the rest of societies.

My sister is such a Tech Lagger, she is looking for a new palm pilot to replace her Palm III. Hasn't she hear of the iPhone?

My friend just found out that no-one is on MySpace anymore, they just moved to this new thing called Facebook. He is such a Tech Lagger.
