Surprexpect

When a thing, such as an action or an event, is both surprising and not-at-all surprising.
Trumps White House national security adviser, Mike Waltz, is departing the administration mere weeks after it was revealed he added a journalist to a Signal group chat which was being used to discuss military plans. This turn of events was surprexpect because, one one hand, you'd expect such a greivous error to be unacceptable, yet it was surprising because the administration so vehemently defended the mistake.
