Older military gear (mostly clothes) which is now being sold on civilian market. Usually issued and worn but sometimes also brand new.

Dude, check out this stuff! It's a really great military jacket and it was dirt cheap since it's surplus.

The surplus warrior is someone who goes out to a military surplus store and buys military uniforms, plate carriers, surplus helmets, and all the other tacticool gear. The pretend that they're in the military and many of them think that they could be in the special forces despite never exercising.

Do you see that surplus warrior over there with the plate carrier and army uniform?

I got a new Gizmondo for 100 pounds and I would have paid up to 200 so I had a lot of consumer surplus.
That company has a monopoly so they jack up the prices to erode my consumer surplus.
