They are usually inhabited by members of the african american community. of course people of other races can live in these types of houses but the comedy value of the phrase relies on stereotypes. it is to be used by those who are genuinely racist or find humor in the concept of racist but are not racist themselves.

Skeef
To take something small, that doesn't quite qualify as a theft. Probably from the Danish "skæv" or the Dutch "scheef", both of which are pronounced similarly, meaning "askew, or not quite right'. To change an item's ownership without permission, but only something small and of little worth.
