A small city located in Manitoba, Canada, where alcohol and drug use are more common than finding a hooker on the corner of Higgins and Main in Winnipeg. Population of about 11,000. Starting to expand, however with the expansion of the city comes the increase in crime, which the population seems to be trying to deal with. Very much so has the "small town" quality, where everybody sort of knows everyone else, and word spreads quickly.
