A group of people who have no real wealth, and have no income from real wealth ie. Can't afford to buy land, can't afford to build rental units on that land.

Plutocrat #1 says "all the peasants are so disgustingly poor"

Plutocrat #2 says "I wouldn't be rich if it wasn't for the all the peasants"

Plutocrat #3 says "Look at that hot peasant, I can buy some of that for cheap"
