Not in the Liberty to say

When someone is "Not in the Liberty to say" It means that they are not in the Statue Of Liberty, so they cannot say anything about the situation being presented at the moment.

Person A: Hey, wheres the White House located?
Person B: I'm Not In The Liberty To Say...
Person A: ookaaay....

Jane: "Hey John, you were in that business meeting with Phil. Why did he lose his job?"

John: "Sorry, Jane; I am not at liberty to say."
