Impunitomania

"Impunito," Latin for "impunity", and -mania, referring to an obsessive urge to create situations in which you can successfully get away with criminal or other wrongful actions. Not a medically recognized term.
An impunitomaniac is likely to avoid consequences out of severe hubris, or perhaps the dopamine that comes from resisting authority and being "above the rules." It can be found in narcissists.
