To give up without even trying. Comes from a goat roping competition observation that once goats have been roped several times, they begin to just fall over and give up.

The IS help desk has completely goat roped the rest of the organization; when someone notices a problem they just give up and don't bother to call the help desk anymore.

Goat-rope 

US military (specifically Air Force military transport) jargon ca. 1970s-1980s, referring to an operation or undertaking involving an unnecessarily large number of people, most of them contributing nothing or actually impeding progress. Typically used to refer to flightline operations where military brass felt it necessary to make their presence felt and impede the normal duties/operations of the aircrew, offering "advice" or "assistance" that was neither requested nor needed.

"We got gear up and flaps up out of Norton (Air Force Base) on time, no sweat, but Travis was a major goat-rope and a half. We had three times as many Base Ops types and ground-pounders in the cargo compartment as crewmembers, and the only reason they finally got the hell out of the way is that they didn't want to buy a crew delay."

Goat Rope 

When good intentions go bad, messily.

History: From LCDR Charles Breen, USN, who tried to untangle a goat's rope, only to be bitten by said goat, then to deck same goat, Mongo style, right as busload of tourists rounded the bend in time to think he was beating the crap out of a goat for no reason. This definition dates back to at least 1988.

Alabama goat rope 

When you wake up in a Mexican jail cell with your asshole on fire and a failed clown, a masked luchadore, and your 7th grade gym teacher from twenty years ago smile creepily at you.

Marco wakes up confused by his surroundings. MARCO: " Oh my god, I'm in jail and my asshole is on fire." The Failed clown toots his clown horn twice. FAILED CLOWN: "Congratulations... you've just experienced an Alabama goat rope. And you're in Mexico." MARCO: "Is that Mr. Hines, my 7th grade gym teacher? FAILED CLOWN: " Yes, he's the reason for your burning asshole." A masked luchadore squeezes the clown horn. Everyone laughs...except Marco.

Goat Roper 

Someone who dresses like a cowboy but completely lacks rancher skills and knowledge. This poser wears the hat and drives the truck but has no clue what to do with the cow.

It was clear from Paul's un-scuffed boots and spotless shirt that he was a goat roper.
