A very lazy, trashy person, often smelling of foul body odor and looking like an all-around ragamuffin. Dumps rarely care about physical appearance and often have unusually large beer bellies.
Phillip: "Look at this guy, he's got nacho cheese on his shirt and I can smell his BO from a mile away!"
