Dilitary 

stubborn, obstinate, mule-headed, determined or inflexable in reference to people, things and circumstances.
If you were trying to get a bolt loose in the motor of your vehicle, and it would not turn no matter how hard you try then it would be said that "the bolt is being dilitary".
