Someone who states that no-one is to dip there chip in the dip for a said amount of time but then dips it in the them selves.

Dipacrite

A person who lives in a French speaking territory or country without ever planning to learn French, or claims to speak French, but doesn't.

1st person: I myself live in Quebec. The only reason I chose to live here was because of their fascinating French culture.
2nd person: Do you speak or plan to learn French?
1st person: No, many people in Quebec know how to speak English- I have no reason to.
2nd person: No? Such a Dipacrite.
