dilli is the way locals pronounce "Delhi", the capital of India. "dilli" matches how the word "Delhi" is pronounced when written in Hindi.

Although the word Dillis has no true origin and I myself has no idea how it came to be, it has maybe in the past few years or so been used to describe a special type of human being... the common idiot.
