In which there are 10x more single males at the party looking to get laid then there are available females. A cock festival can also be declared when there are loads of females but they either have b/f's or are Christian nut jobs..in which either cause you're not getting laid.

We went to the house party, but it turns out it was just a gigantic cock festival so we went home.
