Chutiyapa is a combination of two words - Chutiya + syappa. Syappa is a punjabi slang word which is used to describe the mourning at the time of death. Also used to describe "bug trouble". So chutiyapa means a trouble caused by chutiya reasons/people, or a trouble of very low standards,
