When a surfer decides not to take off on a wave and backstrokes with his/her arms to keep from being sucked over the falls. This is common with beginner surfers who end up getting in the way and wasting waves for others.

It's understandable. I accidentally used backpaddle instead of backpedal. But I don't want to admit that I'm wrong.
