If Dutch's plan was to be hypothetically wrote down into bullet points, it would consist of: Tahiti, A boat, money and one last score. It would be safe to conclude that Dutch's plan is just actually a perpetual cycle of making bad decisions, until he failed to have a plan to fight 'gravity'.
