A metaphor for being the best at something that's unimportant or unimpressive. For example: The fastest pitcher who lives at a nursing home is like being the smartest kid on the short bus.

It comes from the special bus designated for retarded people commonly being shorter than the others.

Zack: I'm the best guitar player in town

Short Stoppin is slang for shorting somebody typically referred to when it comes to drugs or money.
Giving somebody less than what they were suppose to recieve.

Short Korean Man (SKM) Syndrome is a mental disease characterized by a short man of Korean descent who lives in his own fantasy world. The short Korean man believes he knows what is best for others because he posses a supreme mind with vast intellectual powers, when in fact he does not and impacts those around him negatively.
