A very hard-working man. This person only ever creates "new rules on the spot" when it is required; which is an ability that he is granted & is allowed to do. Usually, he runs a pretty well-formulated police force that works how they are meant to. This person is also not biased and, in fact, is one of the most least-biased people that you will meet.
