A person who is continuously shunned by society or a community due to their own insidious action(s). However they are incapable of accepting any personal responsibility and will seek out any reason or person no matter how illogical to shift the blame towards.

Jonesy: yeah she’s on camera taking another dump in the Aerospace exhibit, but she pulled a Loomer and posted that Muslim immigrants put laxatives in the water fountains like that makes any sense at all.
