This can apply to any paraphilia, but may be associated with paraphilias that are harmful when acted upon. These include pedophilia, necrophilia, zoophilia, etc. It might mean that under certain circumstances, these interests can be acted on.
Person 1: I am a complicated-contact sexual sadist. I believe that under certain circumstances (ex: harming a consenting person), I can act on my paraphilia. I am against acting on it in other circumstances.
