A state of being confused and pitiful, combined with a messy look. It usually occurs after a hard nap in a car or a good night of sleep. Derived from the word shrimp as a way to make one feel pitiful, which evolved into scrimp, and then scrump, and finally paired with the definition of frumpy to create “scrumpy”.

Did you just wake up from a nap? You look scrumpy.

Aww look, a lost puppy, poor little scrump.

Typically popular in hospitality and university parties.
