-Immigrants who live in America that cant speak English.
-People who put $30,000 in modifications to their shitty Honda Civic.

A person who is walking (or driving) around in search of sex or things of sexual nature.

A guy walks up to a girl at a party and asks her to flash her tits. He would be considered a pervestrian.
